Actually, let me make a guess here. Knowing nothing except the two comments above, I'm guessing he was leading the race near the finish, then backed off in the final meters to wave to the crowd or something, only to have a hard-charging opponent surge from behind him and nip him at the tape. Am I right?

No, he mis-counted the laps. As he sprinted hard to the 'finish' and slowed across the line thinking he had won, the bell signaling the final lap rang. it was too late for him to recover from the slow down even if he would have had the gas to keep going...
